One Plot, Two Departments; BSNL Telephone Building Stuck in Mutation Process, GPO Still Lags Behind


Ranchi: The mutation of the land housing the BSNL Telephone Building at Albert Ekka Chowk has not yet been completed. Previously, the Post Office and the Telephone Exchange operated on the same plot of land, but the two departments separated following the formation of Jharkhand state. Today, they have distinct buildings, premises, and boundary walls, yet the land mutation remains pending.


According to reports, the BSNL Telephone Building has submitted an online application for the mutation of its land. In contrast, the General Post Office (GPO) has not even filed an online application yet. Thus, the BSNL Telephone Building is ahead of the Postal Department in the mutation process.


However, a technical hurdle has arisen for the BSNL Telephone Building despite the application. The Revenue Department states that merely applying for mutation is insufficient; the department must also provide the 2001 gazette notification and necessary documents related to the land division. Additionally, requisite permission must be obtained from the General Post Office.


Speaking to M Bharat 24 News Live, BSNL General Manager Supriya Jaiswal stated that the online application for the mutation of the Telephone Building's land has been submitted, and the department is proceeding with the subsequent steps.


Meanwhile, Shiv Shankar Pandey, the Circle Officer (CO) for Ranchi City, noted that while the GPO and the BSNL Telephone Building currently occupy separate premises, revenue records still reflect the old status. Therefore, it is mandatory for the BSNL Telephone Building to submit the 2001 gazette notification and obtain permission from the GPO for the mutation; the process cannot be completed without these.


Another surprising aspect of this matter is that the mutation for the GPO's land has not been carried out either. Furthermore, the department does not appear to possess clear information regarding this issue; officials failed to provide a definitive response when questioned about it. 


An attempt was made to seek information regarding the GPO's property mutation from Dr. B.I. Chaudhary, Director of the Department of Posts (Jharkhand Circle), but he refrained from making any definitive statement on the matter.


The question now arises: given that the two departments separated years ago and have distinct land boundaries, why has the mutation process not yet been completed? While BSNL’s Telephone Bhavan has initiated the process by submitting an application, the proceedings are stalled due to a lack of necessary documents. Meanwhile, the GPO has not even submitted an application yet, causing its case to lag even further behind.
