Addressing the media, Aleyaster Bodra, President of Jharkhand Ulgulan Sangh, along with Laxminarayan Munda, Premshahi Munda, John Jursen Gudiya, and Maseeh Das Gudiya of the Adivasi Bachao Morcha, said that the dharna is being organized to protest government apathy toward constitutional provisions, special legal rights, and judicial rulings related to tribal communities.
They said the protest will be led by the Jharkhand Ulgulan Sangh, with participation from the Adivasi Bachao Morcha and several other tribal organizations and representatives.
The leaders alleged that there has been no meaningful action from the Governor’s office on implementing the CNT and SPT Acts, Wilkinson Rules, PESA Act, and Forest Rights Act, which safeguard tribal rights. They claimed that the Tribal Advisory Council’s (TAC) agenda, which constitutionally should be set by the Governor, is instead being decided by the state government — undermining the autonomy and purpose of the council.
They further added that the PESA Act rules have not yet been framed, and the Governor has failed to intervene effectively. The organizations also opposed the Land Bank and Land Pooling policies, calling them direct attacks on tribal community rights. Additionally, they criticized the expansion of urban municipal bodies, alleging it to be a “tactic to grab tribal land.”
