New Delhi: Four Gram Panchayats across the country were honored with the National e-Governance Awards 2025 for their outstanding work in digital service delivery. The awards were presented by Dr. Jitendra Singh, Union Minister of State for Personnel, Public Grievances and Pensions, at the 28th National e-Governance Conference held in Visakhapatnam, Andhra Pradesh. The conference was inaugurated by Andhra Pradesh Chief Minister N. Chandrababu Naidu. The awards are a collaboration between the Ministry of Panchayati Raj and the Ministry of Personnel.
According to the Union Ministry of Panchayati Raj, four Gram Panchayats were selected for this year's e-Governance Awards from among over 1.45 lakh applications received from across the country under the category of "Initiatives Improving Service Delivery in Gram Panchayats."
The Gold Award went to Rohini Gram Panchayat in Dhule district, Maharashtra, headed by Dr. Anandrao Pawara. The Silver Prize was awarded to West Majlispur Gram Panchayat in West Tripura district, led by Anita Deb Das.
The first Jury Award went to Palsana Gram Panchayat in Surat district, Gujarat, led by Pravinbhai Ahir. The second Jury Award went to Suakati Gram Panchayat in Kendujhar district, Odisha, led by Kautuka Naik.
The Gold Prize-winning Panchayat will receive a prize money of ₹10 lakh, and the Silver Prize-winning Panchayat will receive ₹5 lakh. This money will be used to further strengthen services for citizens.
Rohini Gram Panchayat in Maharashtra is the first Panchayat in the state to adopt a completely paperless e-office system. 1,027 services are available online, and digital education has been ensured in every household. Grievances are resolved promptly, and information is delivered to every citizen through messaging.
The West Majlispur Panchayat in Tripura has adopted a Citizen Charter-based model, making services such as birth, death, and marriage certificates, business licenses, property records, and MNREGA job cards available online. Every application is digitally monitored.
The Palsana Panchayat in Gujarat has implemented a transparent system for tax payment, grievance redressal, and benefit schemes through QR codes and UPI. More than 10,000 people avail of digital services here every year.
The Suakati Panchayat in Odisha has provided 24-hour services through the Seva Odisha and OdishaOne platforms. With women's leadership and participation from all sections, the Panchayat is bridging the gap between governance and the people.
It is noteworthy that this two-day conference was jointly organized by the Ministry of Personnel, Ministry of Electronics and Information Technology, and the Government of Andhra Pradesh. IIM Visakhapatnam participated as the knowledge partner. The theme of the conference was "Developing India: Civil Services and Digital Transformation." On the second day, there will be a special session on "Gram Panchayats and Grassroots Innovations in e-Governance," chaired by Vivek Bhardwaj, Secretary, Ministry of Panchayati Raj. Success stories from these panchayats will be shared as examples for other panchayats.
