In the case of the death of a student of BIT Mesra Polytechnic College, the High Court issued guidelines to ensure the safety of students in all universities and colleges

 Ranchi: The Jharkhand High Court has issued detailed guidelines to ensure the safety of students in all universities and colleges of the state in the case of the death of BIT Mesra Polytechnic College student Raja Paswan. During the hearing of the case Mausam Kumar Singh and others vs Jharkhand State and others, the court of Justice Sanjay Prasad termed the incident as a serious institutional failure and ordered BIT Mesra to pay a compensation of Rs 20 lakh to the parents of the deceased. According to the facts presented in the court, third semester diploma student Raja Paswan died after being allegedly beaten with belts, shoes and kicks and punches by fellow students in the hostel and caste-based abuses.

   The college administration hid the truth of the attack and called it a case of illness and alcohol consumption and sent the student home without providing proper medical facilities. The court expressed its displeasure over the delay in the investigation by the college administration, the deceased's father and the police, saying that the situation could have been different if the correct information and treatment were received on time. The court held that BIT Mesra failed to protect the students and this negligence directly contributed to the student's death. The court condemned the delay in the investigation and rejected the bail petitions of the accused Mausam Kumar Singh, Abhishek Kumar, Sahil Ansari and Irfan Ansari.

Statewide guidelines issued:

Online complaint portal should be started for students and parents.

All colleges/universities should prepare a list of nearby government and private hospitals and ambulance facility.

Medical dispensary/clinic should be established with one male and one female doctor for every 500-1000 students.

Names and contact numbers of doctors and hospitals should be displayed on the notice board.

CCTV cameras should be installed at the entrances of classrooms, campus and hostels.

Complaint cell and student monitoring team should be formed.
