Ranchi, November 5, 2026: The Federation of Jharkhand Chamber of Commerce and Industries (FJCCI) has urged the state government to initiate the long-pending process of converting Khasmahal land into freehold property. The Chamber has written to the Speaker of the Jharkhand Legislative Assembly, the Finance Minister and the Land Revenue Minister, seeking prompt action. FJCCI President Tulsi Patel said that thousands of people across the state have been using Khasmahal land for residential and commercial purposes for decades but face difficulties in property transfer, ownership rights and obtaining bank loans due to the existing lease-based system.

Patel stated that introducing a freehold policy would not only resolve these difficulties but also generate revenue worth crores of rupees for the state government. It would encourage better utilisation of properties, facilitate banking loans, attract fresh investments, promote industrial expansion and create employment opportunities, thereby contributing to Jharkhand's economic growth.

The Chamber said that the issue was recently discussed with the Assembly Speaker and the Finance Minister, who acknowledged the seriousness of the matter. The Assembly Speaker indicated that a committee would be constituted to review the issue and suggest measures for simplifying the freehold process, after which the matter would be placed before the Legislative Assembly. Reiterating its demand, the Jharkhand Chamber has urged the government to expedite the process and introduce a simple and practical freehold policy.
