Chamber Seeks Uninterrupted Vehicle Movement in Markets During Festive Season; Vacant Joint Commissioner Posts Also Discussed

Ranchi, October 10, 2026: A delegation of the Federation of Jharkhand Chamber of Commerce and Industries met Jharkhand Finance and Commercial Taxes Minister Radhakrishna Kishore to discuss disruptions to the movement of goods vehicles in market areas during the festive season and vacancies in various Commercial Taxes Circle offices. The Chamber urged the minister to issue departmental instructions to prevent vehicles from being stopped for permit and e-way bill checks in market areas during the festive period and to avoid punitive action, including vehicle seizures, over technical deficiencies in permits. Chamber President Tulsi Patel expressed concern that restrictions on goods vehicles could disrupt the supply of goods to markets during the festive season. Responding to the request, the minister directed the Commercial Taxes Department Secretary to ensure that vehicle movement within cities was not obstructed, allowing business activities to continue smoothly. However, the minister also appealed to business owners to ensure that proper invoices are issued, noting that complaints regarding non-issuance of valid invoices had been received regularly.


During the meeting, the delegation also raised concerns over the vacant Joint Commissioner posts in various Commercial Taxes Circle offices, which have been causing difficulties for traders. Chamber representatives pointed out that businesses dealing in petroleum products, liquor and other non-GST items covered under the Jharkhand Value Added Tax (VAT) system were facing problems obtaining new JVAT and CST registrations, modifying existing registrations, adding or removing commodities, updating business addresses and warehouse details, and obtaining necessary statutory forms. Chamber General Secretary Rohit Agrawal stated that delays in registration, amendments and the issuance of essential forms affect business operations as well as state revenue. The delegation requested the government to fill the vacant posts at the earliest and, until regular appointments are made, consider granting the necessary administrative powers temporarily to the senior-most officers in the respective circles. The minister assured the delegation that a decision would be taken soon. He also stated that a joint meeting involving the Commercial Taxes Department Secretary, departmental officials and Chamber office-bearers would be organised after Chhath Puja to discuss issues concerning the department. The delegation included Chamber President Tulsi Patel, Vice-President Vikas Vijayvargiya, General Secretary Rohit Agrawal, Joint Secretaries Amit Sharma and Pooja Dhaddha, Treasurer Navjot Alang, former president Ranjit Garodia, and members Aditya Shah, Jyoti Poddar and Kumud Jha.
