Why Are Only 177 Out of 900 Traders Classified as Encroachers?
Ranchi: Nine years-old dispute regarding encroachment between the Market Committee and traders at the Pandara Agricultural Produce Market Committee continues to persist to this day. According to the Market Committee's records, out of approximately 900 traders, 177 have been placed on a list of encroachers. Notices have been continuously issued to these traders since 2017; however, the matter has yet to reach any definitive conclusion.
Amidst this situation, the most significant question is: if the Market Committee faces issues regarding security, theft prevention, and protection against the elements, why is it that only 177 traders have undertaken additional construction or encroachment? How are the remaining hundreds of traders managing to conduct their business without engaging in any alleged encroachment?
During a ground report conducted by *M Bharat 24 News LIVE*, the listed traders stated in unison that the gates, sheds, doors, and other structures they have erected were constructed specifically to deter theft, safeguard their merchandise, and provide protection against rain and sunlight. The traders assert that these constructions do not constitute encroachment, but rather represent measures taken out of necessity.
The Market Committee, however, presents a completely different perspective. The Committee maintains that the constructions undertaken by the 177 traders in question are in violation of established regulations and are, therefore, deemed to be encroachments. According to the Committee, numerous notices have been issued regarding this matter, and correspondence has even been initiated with higher authorities to facilitate appropriate action.
In light of this, another pertinent question arises: who, ultimately, is bearing the brunt of the losses in this dispute that has dragged on for nine years? Is it the more than 700 traders who adhered to the regulations and refrained from any form of encroachment? Or is it the 177 traders who characterize their constructions as essential security measures?
The debate at the Pandara Market Committee has now evolved beyond the mere issue of encroachment; it has become a question of striking a balance between regulatory compliance and practical necessity. It remains to be seen whether the administration and the Market Committee will be able to devise a permanent resolution to this protracted dispute in the days to come.
