Deputy Commissioner Manjunath Bhajantari conducts surprise inspection of Khadgadha and RIMS Shelter Homes; reviews facilities provided to destitute and homeless citizens
To ensure that vulnerable and homeless citizens of Ranchi receive dignified care and timely support during the winter season, Deputy Commissioner-cum-District
Magistrate Manjunath Bhajantari carried out a surprise inspection of two major shelter homes in the city—Khadgadha Shelter Home and the shelter home located within the premises of Rajendra Institute of Medical Sciences (RIMS).
The Deputy Commissioner personally reviewed the arrangements being provided to destitute, homeless, and helpless individuals residing in these facilities. The visit aimed at assessing not only the quality of basic services such as food, bedding, clothing, and hygiene, but also ensuring that each shelter operates with a humane and compassionate approach toward the most vulnerable sections of society.
Detailed Interaction With Residents
During the inspection, the Deputy Commissioner interacted with the residents to understand their day-to-day needs, problems, and the adequacy of the support provided by the district administration. The residents shared feedback about food quality, cleanliness, medical assistance, safety, and other essential services.
The Deputy Commissioner assured them that their concerns would be addressed promptly and that the administration is committed to improving the facilities wherever required.
Review of Essential Services and Infrastructure
At both shelter homes, the Deputy Commissioner assessed several critical aspects, including:
– Cleanliness of dormitories and common areas
– Availability of warm bedding and winter essentials
– Functioning of sanitation facilities
– Quality and regularity of meals
– Access to medical care for sick or elderly residents
– Record-keeping of newly admitted individuals
– Safety arrangements and staff presence
He also directed the shelter management teams to ensure that the environment remains safe, inclusive, and supportive, especially for elderly, disabled, and chronically ill individuals.
Instruction to Departments for Strengthened Coordination
Emphasising the administration’s commitment toward the welfare of the homeless population, the Deputy Commissioner stated that no needy person in Ranchi should be compelled to sleep on the streets, especially during the harsh winter months.
He instructed all concerned departments—including the Social Security Wing, Ranchi Municipal Corporation, District Disaster Management Authority, and police teams—to maintain close coordination and conduct regular night patrolling to identify homeless individuals and move them to nearest shelter homes.
He also emphasised the need for frontline workers and volunteers to remain vigilant and ensure timely rescue, rehabilitation, and medical support to any individual found without shelter.

Highlighting the importance of shelter homes, the Deputy Commissioner remarked, “Shelter homes are the final support system for the most vulnerable members of society. It is our collective responsibility to ensure that no helpless or destitute person is forced to spend nights under the open sky. All departments must work in coordination and ensure that timely rescue and support services reach every needy individual.”
His visit also served as a message to all shelter management teams to intensify their efforts, strengthen monitoring, and maintain the highest standards in service delivery.
