Action taken regarding leave matter at DEO office; clerk suspended; administration dismisses allegations of medical negligence

The district administration has taken administrative action while clarifying its stance on the medical and departmental matters concerning Bharti Pandey in Palamu. Ishwari Dayal Ram, a clerk at the District Education Officer (DEO) office, has been suspended following an order from the Regional Joint Director of Education, Palamu Division, Medininagar. Meanwhile, the deputation of clerk Arun Kumar Giri has been cancelled, and he has been posted to the office of the Area Education Officer, Ranka (Garhwa).
According to the administration, during an examination at Sona Nursing Home on July 21, 2026, Dr. Rishita Singh (MS/Gynae) observed symptoms of 'Leaking P/V' (vaginal leakage) in Bharti Pandey and advised immediate hospitalization. However, she refused to be admitted. A subsequent recommendation for admission on July 24 was also disregarded. Following this, a re-examination and ultrasound on July 25 revealed that the fetus had died in utero; subsequently, the deceased fetus was delivered through a medical procedure.
The district administration clarified that, based on available medical records, this case does not involve medical negligence; rather, the situation became complicated because the patient did not get admitted on time.
The departmental inquiry also revealed that Bharti Pandey had not applied for maternity leave. She had applied for 'Child Care Leave' to look after her seven-year-old daughter, Aditi Kumari. Based on her application and affidavit, the District Education Officer, Palamu, sanctioned 185 days of Child Care Leave on July 25, 2026.
The Palamu district administration stated that action has been taken based on the facts available in the matter and that necessary steps are being taken to prevent such situations in the future.
