Multi-crore Municipal Corporation Headquarters, yet land mutation remains pending!


Office operational for 5 years, but records for 40 deeds remain incomplete.


Ranchi: The grand 8-story headquarters of the Ranchi Municipal Corporation (RMC), located on Kutchery Road in the capital city of Ranchi, has become a landmark. Built at a cost of approximately ₹41 to ₹48 crore, this modern building was inaugurated in December 2020. For nearly five years, the entire administrative functioning of the Municipal Corporation has been managed from this building, often referred to as "Ranchi's White House."


However, a reality lies hidden behind this gleaming edifice that raises serious questions about the government system: the land upon which the Municipal Corporation headquarters stands has not yet undergone mutation.


What did the Circle Officer say?


Speaking to *M Bharat 24 News Live* on this matter, Shiv Shankar Pandey, the Circle Officer (CO) of the Urban Circle, stated that a total of 40 deeds are required for the mutation of the Municipal Corporation headquarters' land. While the Municipal Corporation has submitted 25 deeds to the Urban Circle office, 15 deeds are still pending submission. The mutation process can only be completed after all documents are received and verified.


The biggest question—was the building constructed before the paperwork was finalized?


The building was inaugurated in December 2020. Crores of rupees were spent. The entire machinery of the Municipal Corporation began operating from there. Yet, even after five years, the land mutation has not been completed.


Naturally, this raises several questions:


Were the land records thoroughly examined before the building's construction?


If 40 deeds were required, why were they not collected before the building was constructed?


Why are 15 deeds still pending even after five years?


Are land-related regulations different for government institutions?



A multi-crore building, yet incomplete paperwork.


The Municipal Corporation is the very institution that grants building construction permits, collects holding taxes, approves architectural plans, and takes action against encroachments. But the question remains: why has the mutation of the land for its own headquarters not been completed to date, when the institution itself expects others to fulfill procedural formalities?


Where are the 15 pending deeds?


According to the Circle Officer's statement, 15 deeds are still yet to be submitted. This raises a deeper question: why could these documents not be procured until now?


Are the records unavailable with the concerned departments?


Have the files been shuttling back and forth for years?


Or has this matter fallen victim to administrative lethargy and negligence?

Given that the Municipal Corporation's new headquarters has been operational for the past five years, why hasn't the mutation of its land been completed yet?


Shouldn't all land-related formalities have been fulfilled before constructing a building worth crores of rupees?
