Country's First Payment Gateway at the CLF Level: MoU Signed Between JSLPS and Indian Bank


Ranchi, April 22, 2026:

A Memorandum of Understanding (MoU) was signed between the Jharkhand State Livelihood Promotion Society (JSLPS) and Indian Bank to develop a state-of-the-art digital payment gateway for Cluster Level Federations (CLFs).


This initiative is being implemented at the CLF level for the first time in the country, making the Jharkhand State Rural Livelihood Mission the pioneering state to introduce such a system.


The MoU was signed by Bishnu Charan Parida, Chief Operating Officer of JSLPS, and Mahendra Bajpai, Regional General Manager of Indian Bank. Through this digital platform, secure and real-time transactions will be facilitated among CLFs, Village Organizations (VOs), Self-Help Groups (SHGs), vendors, and cadres.


The new system will feature capabilities such as a Maker-Checker-Approver process, digital signatures and biometric authentication, real-time tracking, MIS reporting, and integration with platforms like PFMS, eFMS, LokOS, and Swalekha. Additionally, role-based access will be ensured across all levels, from the state level down to the CLF level.


In the initial phase, this system will be implemented as a pilot project in six CLFs, where transactions related to credit disbursement and payments will be conducted. Following the success of the pilot, the system will be expanded across the entire state.


Present on this occasion were senior officials from both Indian Bank and JSLPS, including Anbu Kamaraj (General Manager from the Corporate Office, Chennai), Rajesh Sharan (Zonal Manager), Amit Jain, and  Purnima Mukherjee (State Program Manager), among several others.
