Prior Permission Mandatory for Protests, Rallies and Public Meetings in Ranchi
Ranchi, August 24: The Ranchi District Administration has appealed to political parties, social organisations, institutions and citizens to follow the prescribed procedure before organising dharnas, protests, demonstrations, rallies, processions, gheraos and public meetings.
The administration has clarified that prior permission from the competent authority, the Sub-Divisional Officer (SDO), Ranchi Sadar/Bundu, is mandatory for such public programmes.
The administration said that several public programmes are organised without providing prior information, which may affect law and order, public safety and traffic management, causing inconvenience to commuters.
Route, Timing and Expected Crowd Details Required
Organisers of processions and rallies must provide the administration with details of the proposed route, date of the programme, starting and ending time, and expected number of participants.
Where necessary, information regarding prominent persons attending the programme should also be shared so that adequate security and traffic arrangements can be made.
The administration stated that peaceful protests and demonstrations are part of citizens’ constitutional rights. However, such rights must be exercised in accordance with applicable laws and valid directions of the competent authority, while keeping public order, safety, traffic movement and the rights of other citizens in mind.
Appeal to Avoid Rumours and Misinformation
Students and citizens have been advised to verify the legal status of any programme and the conditions prescribed by the administration before participating. The administration has urged people not to act on rumours or misleading information in a manner that could affect law and order, public safety or traffic movement.
The district administration clarified that the requirement of prior information and permission is not intended to prevent peaceful and democratic programmes. Its purpose is to ensure the safety of participants, maintain law and order, manage traffic and minimise inconvenience to the general public.
The Ranchi District Administration has appealed to all political parties, social and voluntary organisations, institutions and citizens to follow the prescribed procedure and cooperate in maintaining law and order, public safety and smooth traffic movement in the district.
