“People Get an Opportunity to Regularize Their Houses”: Sudivya Kumar
Launch of the Online Portal for the Jharkhand Building Regularization Rules-2026
Ranchi: On Thursday, Sudivya Kumar, the Minister of Urban Development and Housing, launched the online portal for the ‘Jharkhand Regularization of Unauthorizedly Constructed Buildings Rules-2026’ from Project Bhawan. Speaking on the occasion, he stated that, at the initiative of Chief Minister Hemant Soren, the people of the state are being provided with a significant opportunity to regularize their irregular or unauthorized houses.
Minister Sudivya Kumar noted that for years, many people had been anxious about the future of houses constructed without approved building plans. With the objective of providing relief to the public, the government has implemented this Building Regularization Scheme, under which citizens can now apply online to have their houses regularized.
He emphasized that the government's intention is not to encourage irregular construction, but rather to provide a one-time relief measure to the people. The regularization process has been made simple and convenient, and a provision has been made to allow fee payments in three installments.
The Minister stated that public cooperation and participation are crucial for the success of this scheme. He appealed to the people to submit their applications within the stipulated timeframe.
Speaking at the event, Sunil Kumar, Principal Secretary of the Urban Development Department, affirmed that the government is committed to ensuring systematic urbanization within the state. Rapid progress is being made on the development of flyovers, roads, drainage systems, footpaths, and other infrastructure in Ranchi and other cities. He clarified that, under this scheme, only houses with a configuration of G+2 (Ground plus two floors) and a built-up area of less than 300 square meters will be eligible for regularization.
He further informed that following the launch of the portal, citizens will have a window of two months to submit their applications, while a decision regarding the regularization will be taken within six months.
Suraj Kumar, Director of SUDA (State Urban Development Agency), described the scheme as a historic step taken by the government toward providing relief to the citizens of the state. A live demonstration of the application process on the portal was also presented during the event.
Present on this occasion were several officials, including Gyanendra Kumar (Special Secretary, Urban Development Department), Zulfiqar Ali (Additional Secretary), and Ashish Kumar (Municipal Commissioner, Dhanbad), along with representatives from FICCI.
