The Ministry of Road Transport and Highways said in a statement on Saturday that the government has amended the National Highway Fee (Determination of Rates and Collection) Rules, 2008, to encourage digital payments and eliminate cash transactions at user fee plazas on national highways for non-FASTag users.
According to the ministry, under the new rule, vehicles entering a toll plaza without a valid, functional FASTag will be charged double the user fee applicable for cash payments. Users who choose to pay the fee through the Unified Payment Interface (UPI) will be charged only 1.25 times the user fee applicable for that category of vehicle.
The Ministry explained by way of example that if a vehicle has to pay a user fee of ₹100 through a valid FASTag, the fee will be ₹200 if paid in cash and ₹125 if paid through UPI. The National Highway Fee (Determination and Collection of Rates) (Third Amendment) Rules, 2025, will come into effect from November 15.
The Ministry stated that the latest amendments to the National Highway Fee (Determination and Collection of Rates) Rules, 2008, reflect the government's commitment to leveraging technology for efficient toll collection and reducing congestion at toll plazas. These revised rules will encourage the adoption of digital payments, increase transparency in toll operations, and improve the overall user experience on national highways.
