Preliminary phase of Bihar SIR completed

1.69 crore (21.46%) enumeration forms collected, 7.25% uploaded on ECINET

Bihar: Special Intensive Revision (SIR) in Bihar is being implemented smoothly at the ground level with the active cooperation of voters. The preliminary phase of SIR, during which printing and distribution of enumeration forms was to be done, is almost complete, and the forms have been made available to all voters. It is to be noted that SIR is being conducted as per SIR instructions dated 24.06.2025 and there is no change in the instructions.

As per the instructions, the draft voter lists to be released on 1st August 2025 will include the names of persons whose enumeration forms have been received.

Voters can submit their documents anytime before 25th July 2025. After publication of draft voter lists, if any document is incomplete, EROs may obtain such documents from those voters whose names appear in the draft voter lists during scrutiny during the claim and objection period.

Till 6.00 pm, 1,69,49,208 enumeration forms, i.e. 21.46 per cent of the total 7,89,69,844 (about 7.90 crore) voters in Bihar, who are enrolled as on 24 June 2025, have been received.

In the last 24 hours, i.e. from 6.00 pm yesterday, 65,32,663 enumeration forms have been collected. There are still 19 days left for the last date of submission of forms.

Uploading of forms has also started in full swing, with 7.25 per cent forms having been uploaded so far.

Partially filled forms are available for download on the ECI portal (https://voters.eci.gov.in) as well as the ECINET app, and the filled forms can be uploaded by the voters themselves on the ECINET app. 77,895 BLOs are going door-to-door to help voters fill in their enumeration forms and collect them.

In a large number of cases, the BLOs are taking live photographs of voters and uploading them, saving the voter the trouble of getting his/her photographs clicked.

Additionally, 20,603 BLOs are being appointed to ensure smooth and timely completion of the process. About 4 lakh volunteers, including government officials, NCC cadets, NSS members, etc. are also working in the respective areas to facilitate the elderly, PWD, sick and vulnerable population in the SIR process.

Besides, 239 EROs, 963 AEROs, 38 DEOs and State CEOs covering all 243 ACs are working on the ground level to facilitate voters in submitting their forms.

1,54,977 Booth Level Agents (BLAs) appointed by various political parties are also providing active support in the SIR process.
