ECI begins training programme for BLO observers of Jharkhand

 

New Delhi: Chief Election Commissioner of India Gyanesh Kumar inaugurated a two-day capacity building programme for frontline election functionaries of Jharkhand at India International Institute of Democracy and Election Management (IIIDEM), New Delhi. The number of participants in the programme was 402, which included DEOs, EROs, BLOs and BLO observers. In the last three months, ECI has trained more than 3000 such participants from across the country at IIIDEM.

    In his inaugural address, Chief Election Commissioner Gyanesh Kumar appreciated the exemplary hard work and dedication displayed by the participants at the grassroots level in Jharkhand during enrolment of voters. He also encouraged the participants to be familiar with the provisions of First and Second Appeal under Section 24(A) and 24(B) of the RP Act 1950.

    It is to be noted that the first and second appeal against the final voter list can be made to the DM/District Collector/Executive Magistrate and Chief Electoral Officer (CEO) of the State/UT respectively. No appeal was filed from Jharkhand after the completion of Special Summary Revision (SSR) exercise from 6th to 10th January 2025.

     Playing a vital role in ensuring correct and updated voter list, the participants are being trained to act strictly in accordance with the Representation of the People Act 1950, Registration of Voters Rules 1951, 1960, Conduct of Election Rules, 1961 and instructions issued by the ECI from time to time. The curriculum of the programme includes interactive sessions, role plays, simulation of door-to-door survey, case studies and practical exercises for filling up Forms 6, 7 and 8.

     The trainees will also be provided technical demonstration and training of EVMs and VVPATs including conduct of mock polls.
