India-Mauritius Strengthen Energy Cooperation, Sign Long-Term Fuel Supply Agreement


New Delhi, August 22: Union Minister for Petroleum and Natural Gas Hardeep Singh Puri undertook an official visit to the Republic of Mauritius on August 20-21, 2026, aimed at strengthening bilateral energy cooperation.


During the visit, India and Mauritius signed a Government-to-Government Memorandum of Understanding (MoU) for cooperation in the oil and gas sector. In the presence of Mauritius Prime Minister Dr. Navinchandra Ramgoolam, Indian Oil Corporation Limited (IOCL) and Mauritius' State Trading Corporation (STC) also signed a five-year long-term Sale and Purchase Agreement for the supply of petroleum products.


Under the agreement, IOCL will meet Mauritius' entire import requirement for Motor Spirit (MS), High Speed Diesel (HSD) and Aviation Turbine Fuel (ATF). The agreement will provide Mauritius with a reliable long-term fuel supply and protection against price fluctuations.


The MoU covers petroleum product supplies, training and capacity building for Mauritian officials, and cooperation in the field of biofuels.


During his visit, Minister Puri held bilateral meetings with Mauritius' Minister of Energy and Public Utilities Patrick Gervais Assirvaden, Minister of Commerce and Consumer Protection John Michael Tzoun Sao Yung Sik Yuen, and Minister of Foreign Affairs, Regional Integration and International Trade Dhananjay Ramful.


He also attended the foundation stone-laying ceremony for India Oil (Mauritius) Limited's 27.5 TMT bunker marine fuel storage facility at Mer Rouge in Port Louis.


India has emerged as a major global refining hub, with 23 refineries producing around 267 million metric tonnes of refined petroleum products annually. India is already meeting the petroleum requirements of Nepal and Bhutan and supplying significant quantities to other countries.


The India-Mauritius agreement is expected to strengthen Mauritius' energy security, establish India as a major fuel supplier to the country and enhance India's strategic and economic presence in the Indian Ocean region.


The MoU also promotes cooperation in biofuels through the exchange of knowledge, research and training. Mauritius is a founding member of the Global Biofuels Alliance (GBA), an initiative launched by India during its G20 Presidency.


On August 21, Hardeep Singh Puri and Patrick Gervais Assirvaden jointly witnessed the launch of Mauritius' Biofuel Country Landscape Policy Framework. The framework will help Mauritius explore the potential of biofuels as part of its energy transition.
