“Secretary Who Acted Against Encroachment Sent on Leave; New Appointment Under Scrutiny!”


Ranchi: The ongoing drive to remove encroachments at the Pandara Agricultural Produce Market Committee has now become a subject of intense discussion due to recent administrative decisions. The changes that have recently taken place within the Market Committee have raised a multitude of questions.


Specifically, allegations had previously been leveled against Market Supervisor Saadhan Kumar, accusing him of negligence in matters related to encroachment removal, delaying the submission of reports, and showing a lack of interest in complying with official directives. In a letter issued by the Committee, his professional conduct was characterized as amounting to "dereliction of duty" and "arbitrary behavior." He had also been asked to submit an explanation within three days.


The letter further noted that critical tasks—such as making the Pandara market encroachment-free, facilitating the mutation (transfer of title) of acquired land, and issuing land revenue receipts—had not been completed in a timely manner. Furthermore, the report requested by the Circle Officer of Hehal could not be furnished.


Amidst these developments, Krishna Kumar Kanhaiya—the then-Secretary of the Pandara Market Committee—was removed from his post. According to sources, he was the one who had initiated the drive to clear encroachments made by traders within the market premises. Following his removal and the subsequent appointment of Saadhan Kumar to a new role, discussions within departmental circles have intensified.


The pertinent question now being raised is: why was the responsibility of the In-charge Marketing Secretary entrusted to the very officer who faced allegations of laxity in taking action, while the officer who had actually initiated the crackdown against encroachments was removed from his position?


In an effort to obtain Saadhan Kumar’s perspective on the matter, an M Bharat 24 News correspondent attempted to contact him. Upon visiting his office, he was not found present, nor did he respond to phone calls.
