Special Court Set Up in Ranchi to Crack Down on Paper Leaks and Exam Malpractices in Jharkhand


Ranchi, August 30, 2026: In a major step to curb paper leaks, cheating, malpractice and the use of unfair means in competitive examinations in Jharkhand, a special court has been constituted at the Ranchi Civil Court.


Justice Commissioner Anil Kumar Mishra issued an official order on August 27, 2026, designating the court of the Additional Judicial Commissioner-I (Ranchi) as the Special Court for the entire state of Jharkhand.


The decision has been taken in accordance with a letter from the Jharkhand High Court and a notification issued by the Law Department (Principal Secretary-cum-Law Adviser).


Key Points of the Decision:

Legal Basis: The Special Court has been designated under Section 26 of the Jharkhand Competitive Examination (Measures for Control and Prevention of Unfair Means in Recruitment) Act, 2023.


New Category in CIS: All cases registered under the Act will be recorded under a new category called “Examination Cases” in the Case Information System (CIS) of the Ranchi Civil Court.


Jurisdiction Across Jharkhand: The Special Court will have jurisdiction over cases from across the state. Cases involving cheating, paper leaks, solver gangs, technical manipulation or other unfair means in competitive examinations, registered in any district of Jharkhand, will be heard by this Special Court.


A Step Towards Speedy Justice

The creation of a dedicated Special Court following the implementation of the stringent 2023 law is expected to facilitate the speedy disposal of cases related to examination scams.


The move is aimed not only at expediting judicial proceedings but also at taking effective action against examination mafias and solver gangs involved in compromising the future of candidates.
